my friends boat was last blacked using international bitumen, he asked if bitumen he could buy from most stores that is suitable for application to metal be adequate as it would be almost 1/3rd of the price.could you advise please

The blacking sold by the likes of International etc for boat use is normally modified by various additives to make it more or less viscose and improve its performance. The "ordinary" bitumen will not be so improved. If your friend has cheap and easy access to a dry dock, slipway etc. so it is economic to re-black every year or two then he could use the ordinary bitumen but as the actual cost of the blacking is only a small part of the total bill I would suggest it would be a false economy.
